This is the Standard Compliance Ticket. It is a "Capital-Light" IP license that allows an NEMT provider to operate under the Taya Healthcare Solutions LLC liability umbrella by meeting a strict physical equipment mandate.
• The 6-Device Mandate: To activate the "Shield" for a trip, the provider must procure and verify the presence of six specific life-safety devices:
1. Oxygen M4 Tank: Full and secured.
2. Foldable Wheelchair: Functional and on-board.
3. Foldable Walker: Functional and on-board.
4. First Aid Kit: Sealed and unexpired.
5. Wheelchair Seatbelts: Verified for patient securement.
6. Soft Restraints: Specialized for behavioral or mental health safety.
• Verification Gate: Before every trip, the driver must upload photos of these 6 devices to the iSMART portal to trigger insurance coverage.
• Commercial Target: Standard high-risk discharges that usually require an ambulance due to liability concerns, but are clinically stable.
Divine Solution Plus
This is the Advanced Clinical Tier. It includes everything in the standard package but adds a high-technology "Plus" layer for the most fragile patient populations (such as pediatrics or complex elderly discharges).
• MTEC Vital Surveillance: This package integrates DOD-powered MTEC technology for real-time physiologic monitoring. It uses artifact-resistant sensors to track vitals like heart rate and oxygen saturation during transit, even over rough terrain.
• Telemedicine Decision Support: Provides a digital link between the Clinical Driver Specialist (CDS) and remote medical support if a patient's condition changes.
• Ruggedized Equipment: Uses military-grade, ruggedized versions of the 6 devices to ensure they function in austere or high-vibration environments.
• Commercial Target: "The Plus" is designed for the highest-stakes transfers where the hospital requires continuous data monitoring to feel safe discharging the patient.

The proposal for submission to the MEDCAC committees requests a definitive decision regarding the widespread adoption of Non-Emergency Medical Transportation (NEMT). This initiative stems from the recognized efficacy of NEMT as an investment for insurance providers, primarily due to its proven ability to mitigate missed medical appointments, which are a significant contributor to increased medical expenditures, increasing Insurance Providers' Profitability.
The "One Movement For Win-Win-Win Project" petition will articulate the rationale for this transition and challenge the antiquated position of the Medicare and MEDCAC committees, which has led to their reluctance to include NEMT within the National Coverage Determination (NCD), thereby freeing our Hospitals and Healthcare Providers from a victim
